The following subsections describe the various tools and techniques used by the Program Manager. Work Breakdown Structure The Program Manager divides each major program task into subtasks. This establishes the work breakdown structure, which is the framework for planning and control of the program. The Program Manager periodically receives status reports concerning each subtask within the program. These reports include time and cost progress. These reports also determine problems that are contributing or could potentially contribute to schedule slippages. Program Planning Planning starts in conjunction with the preparation of the proposal. It encompasses definition of basic objectives, formulation of appropriate actions, evaluation of results, and formulation of recommendations that serve as guides in fulfilling the program objectives. Planning is a continuing activity applied to the basic program, any segment of the program, or any change in the program. Detailed schedules covering task skills, availability and manpower loading are then prepared. Schedules include analysis of changes and progress relative to existing plans. Internal Program Meetings Each Program Manager is charges with the responsibility of holding periodic meetings with the Program Management Organization. The purpose of these meetings is to monitor and control the daily progress of all aspects of the program. These frequent meetings guarantee that potential and real problems cannot escape notice and correction for an extended period. Monthly Reporting The status of the project will be discussed at the regular project meetings. In addition, the NSIS project manager will provide a written monthly report to the Customer.
Project Document Approvals All key project documents will be circulated to the project team for review, prior to sign-off. When appropriate, independent technical reviews may be arranged, or a review meeting may be held. All (deliverable) baseline and project documentation will be controlled by the NSIS Project Manager. The project manager will draw up a list of authorized signatories, and ensure that documents are reviewed and signed to meet the requirements of the agreed project schedule. Project Schedule The actual duration of activities will be dependent upon the agreement of the work breakdown structure. Project Dependencies and Risks Dependencies on the Customer The project has the following dependencies on the customer: Prompt reviews and approvals of all project deliverables, in line with the demands of the project schedule. Risks and Contingencies Once the contract is awarded, NSIS will work with the Customer to identify potential risks to the project, and how these can be best be minimized or avoided. Where appropriate, contingency plans will be put in place. Risks will be actively reviewed and managed throughout the duration of the project. Change Control The objectives of the change control procedure, are to manage the impact of any change in requirements on the project, and to ensure that the implications of any change are fully understood and agreed by the Customer, NSIS, and third-parties before the change is implemented. In the event that a change is required, the requested will complete a Change Request Form. This will be submitted to the Customer Project Manager and NSIS Project Manager. Assuming the change request impacts the services or products that NSIS is providing, NSIS will respond in one of two ways. 1. If the change requires significant investigation, NSIS will provide a quotation to cover the investigation required. Once this is a complete, NSIS will advise on the impact of the change in terms of costs. Timescales, Function. 2. If the change proposed is well understood, NSIS will advise on the impact of the change in terms of Costs, Timescales, Function. Once the impact is established, the Project Managers, will decide whether the change should be implemented, in accordance with the requirements of the contract. II. Implementation Services NSIS Implementation Service offers the client all the technical resources and engineering expertise you need for a smooth transition from your existing system to the new requirements. II.1 Site Survey The First step in the implementation process involved through survey of the location(s) to be networked and equipment sites. Based on the initial site plan, we will make a logistical evaluation of how all the equipment and cabling will be physically situated in your premises. Everything is reviewed in precise detail- the power supply, size and layout of offices, environmental conditions, location of existing equipment. Once the survey has been carried out, NSIS will prepare a comprehensive report showing the layout of the equipment to be installed and giving precise details of any work that needs to be carried out prior to installation. II.2 Project Planning Once we have discussed and agreed the final design, a final schedule and plan can be drawn up for its implementation Working back from the day that the client want the system to "go live" NSIS will access what needs to happen at every stage of the project building in alternative procedures where there is any possibility of delay ( this may involve arranging for something as simple but as vital as alternative transport to be available in the event of a breakdown.) We will also take on the task of coordinating and scheduling various secondary services such as building heating, lighting and power all of which need to be carried out to the specific instructions detailed in the survey report. The project play will also evaluate any training thats needed during this time frame ensuring your staff are ready to manage and use the network right from day one. II.3 Pre-build and Systems Test This is the only time youll ever see your entire system operating in a single room - and its the ideal opportunity to carry out hands on training The pre-build configuration of all your system components allows both you and NSIS to be sure that your system will function as anticipated saving time and potential expense if there is a problem. Systems testing is always carried out at NSIS headquarters in Riyadh- where we have full facilities for the purpose and where we can call on a wealth of in-house expertise at a moments notice. II.4 Cabling As part of the implementation service, NSIS will take ownership of the planning, specification and installation of all cabling. This allows us to coordinate cabling with all the other parts of the installation and make sure it is completed on schedule. It also guarantees you an efficient and cost-effective job well done. We guarantee a very high degree of hands-on experience with the products. II.7 Documentation and Manuals. Full sets of hardware documentation are included with NSIS equipment. In addition, extra sets can be supplied for remote sites or management copies. III. Support is offered at three levels- Basic Support, Coordination Service and System Management Service- and for the vast majority of cases for client, one of these levels will provide the necessary breadth of service. However, if client have specific needs that arent covered, NSIS will develop a customized support Program to suit your individual corporate requirements at any level. III.1 Level One-Basic Support At this level Contractors would retain total control and fault resolution responsibility. However, the client service manager would be able to individually subcontract NSIS subsidiaries and service-partners to perform installation services and/or to maintain the system. This service is particularly attractive if you already invested in the staff necessary to provide 24 hour coverage. III.2 Level Two-Coordination Service A value-added service that plNSIS the responsibility for the service coordination of contract maintenance and installation with a single NSIS subsidiary or service partner. After using telephone or on-line diagnostics to identify a fault, your NSIS manager will then organize and coordinate the effort to eliminate the fault and restore the system to full operational capability, likewise, our representative will coordinate any installation upon your request.
III.3 Level Three-System Management Service System management combines all the major benefits of the level two coordination service with proactive remote monitoring of system by NSIS. Upon detecting, a fault NSIS Care Center will identify the problem and dispatch immediate request for the resource required to correct the fault, if it can not be resolved with local means. It could be a spare part or higher technical assistance or contacts with outside Kingdom suppliers etc. No client involvement is required.
IV Reviews and Approvals General All meetings held to discuss the progress of the project will be minted in accordance with the client Project Management procedure. The project manager is responsible for distributing meeting minutes. The project manager will issue project status reports in a format to be defined at the initial project meeting. IV.1 Project Reviews Project Meetings A regular project meeting will be held to review progress against plan, exceptions to plan, and identify any actions required. NSIS recommends that such meetings take place on a bi-weekly basis. These meetings will be minuted, and the minutes will be held in the project file. Weekly During the active life of this project, weekly working level meetings will be held to ascertain the progress of the schedule. This meeting will be called by the project manager and it is his responsibility to invite and involve all active participants from both the client and NSIS. The project manger will require feedback on the progress achieved on allocated tasks and on any areas of the project which are causing concern or need attention. Monthly At the point the contract is awarded a project review board will be established which will call upon the project manager and any nominated representatives to present the progress of the project and any issues which may require attention. Within NSIS this board will typically comprise senior managers from all areas of the business. The project manager will be expected to provide a financial status, operational status and details of risk or concerns with suggested actions. In addition the NSIS project manager will provide a written monthly reports to client. Project Document Approvals All Key project documents will be circulated to the project team for review, prior to sign-off. When appropriate, independent technical reviews may be arranged, or a review meeting may be held. All ( deliverable) baseline and project documentation will be controlled by NSIS Project Manager. IV.3 Geography from NSIS support base Whilst NSIS has technical competence in the form of trained engineers located in Riyadh, Jeddah & Dammam there may be a time when additional resource will have to be sent from the U.S. or Europe The project manager will control all aspects of this resource and will minimize any delays experienced, because of the distances involved.
V. Problem Resolution Process The first stage of the problem resolution process is the definition of the problem encountered, the project manager will perform a preliminary investigation which will attempt to align a discipline against the issue either, technical or commercial. Once he has aligned the problem he will assign a resource to start the process of investigating the cause of the problem in more detail. The investigation will immediately define a time estimate to resolution and an indication of facilities needed to perform an in-depth analysis. The outcome of the investigation will be a detailed supplementary plan describing the problem, how it was discovered, what the resolution is, how it will be achieved, by when, by whom and at what cost. Further risk analysis is also performed at this stage to attempt to understand the effect of the proposed changes. This supplementary plan is then approved and added to the baseline documentation.
